That seems really strange. Only one more test I can think of to isolate it. Can the rig operate on a backup power source if the main house breaker is turned off?1 -

SmartSDR is a very lightweight client. It’s all the other stuff that needs more power. Until I retired it, I was running smartsdr on a i5 win 7 laptop. Worked well.1
